According to the report, Apple intends to introduce a number of new features in iOS 12, but won't be pressured into pushing those features out to the public if they lack the necessary polish and functionality to make them worthwhile.
According to the Bloomberg article, the only feature to expect on the iPad in iOS 11 is for Apple's Animoji characters to arrive on the iPad (which would match with rumors suggesting that Face ID is coming to the tablet).

It's probably also good news for software engineers at Apple, who may get to take a break now and then from the relentless marching forward of the army - though some all-nighters are most likely still in their future.
