Florence flooding continues in North Carolina with another river expected to crest

Michael Jordan has donated $2 million for hurricane relief in North Carolina, the state where he played basketball in high school and college.

After submerging North Carolina with almost 3 feet (1 meter) of rain, the storm dumped more than 6.5 inches (16.5 centimeters) of rain in the Northeast, where it caused flash flooding.

The river's overflow also turned Interstate 40 in Pender County into a river, which state Department of Transportation officials say serves as a reminder of how risky traveling in the area can be.

Authorities say two female inmates being transported to a mental health facility in SC drowned in rising flood waters after the van they were in was swept away.

Hurricane Florence was reportedly downgraded to a tropical storm, but the death toll has risen to at least 32 casualties since Tuesday afternoon, BBC News reports.

Hurricane Florence Approaches US East Coast
The National Hurricane Center says Hurricane Florence has finally made landfall near Wrightsville Beach, North Carolina. Downtown New Bern, on the Neuse River also is flooded. "We hope to have something left when we get home", she said.

The federal response to Hurricane Florence has largely been overshadowed by the president's claims of "A Plus" response to past storms, including that of Hurricane Maria.

The latest victims in SC were identified as Wendy Wenton, 45, and Nicolette Green, 43, by the Marion County Coroner, US media report. "Wilmington truly is my home", Jordan said of his hometown in an interview with The Charlotte Observer on Tuesday.

One of North Carolina's largest cities still is mostly cut off by floodwaters, so food, water and tarps are being brought into Wilmington by big military trucks and helicopters.

The city manager told CNN that 12,000 people are "in harm's way".

Local officials say the president is also expected to visit flooded areas near Myrtle Beach, South Carolina.

Human and animal waste is mixing with the swirling floodwaters, which have killed about 3.4 million chickens and 5,500 hogs on farms.

Officials are urging residents to pick a side of the Cape Fear River and stay there until the bridge reopens. "I don't really know what we're gonna do", one resident tells Meminger.

Experts say people likely got complacent about Florence because of a scale that only categorizes hurricanes by wind strength.

"Thank you, Mr. President, for coming to North Carolina as our rescue and recovery continues", Cooper said.
